to be honest, yes it is, hexenbiests arent evil from the beginning, power corrupts, but it is not like it suddenly controls your mind and makes you evil, this was her own decision, even if she didnt want to live as a hexenbiest anymore than she had the chance to at least lose her powers temporarily and maybe in the future find a way to lose them forever, maybe with the blood of another grimm :I
fr the looks: as you said, guilt has a role too but i dont think it is all, i simply cant imagined a sane person acting normally while needing to look into such a face, partially juliette forced this situation too, she has enough control in order to not transform, but she forced nick into a hard place and than turned her back on him, he than tried to make her normal again but she didnt want to :(
for being victim: i think this is a good example: a person is forced to press a button, this button kills someone, logically the person who set this trap is guilty and not the one who innocently pressend a button right?

similarity is in this case: adalind is guilty for turning juliette into a hexenbiest, if she had accidently killed someone in that stage (like going berserk) than it would be adalinds fault, unfortunalty all deeds had been done by juliette and juliette alone (
