I think they changed targets at the last moment. Renard was the original target (as he is a prince, and is also working with a Grimm), but since the sniper was made by the police, they can't very well kill the captain. That will upset Portland TOO much, and Black Claw won't be able to work with any of the Wesen there. Too much heat.
Rachel made a call and left the stage. She is definitely bad news (first hint: Renard likes her. He does not like doctors and police women, he likes hexenbiests). They changed the target to Dixon to distract Renard from the Black Claw. Notice that, despite the fact that the sniper had enhanced eyesight and was, honestly, not that far from the target, he took a body shot, not a headshot. Why wouldn't he take the sure kill? He hit a basketball in mid air from a further distance. He could have made the shot. Without a kill, and without some kind of terrorist attack, it looks like a different MO. It looks like it was a political hit on Dixon, not connected to the Black Claw. Renard has to focus on Dixon healing and catching the attempted murderer, and with Nick, Monroe, and Trouble out of town, that leaves only Juliette and Meisner to fight the Black Claw in Portland.
